QBO recurring transactions feature is not working after conversion from Desktop to QBO. Why?

Check the “Close the books” company gear settings at the upper right under accounting.
It’s possible recurring transactions were created in desktop prior to ‘close the books’ setting ON. So, it may have triggered as closed which may be QBO conversion error.
