In general, you pay sales tax on items you purchase from suppliers for resale inventory items. You charge sales tax on customer sales transactions (such as Invoices and Sales Receipt) and then send the payment to Sales Tax Agency in your state. In QBO, make sure sales tax feature (Left Dashboard > Taxes) is enabled to collect sales taxes on sales forms.
